eValue8 2009: Measuring Progress Toward Value-Based Purchasing
eValue8, the nation's leading, evidence-based request for information (RFI) tool, is widely used by business health coalitions, their purchaser members, and national employers to assess and manage the quality of their health care vendors. This year’s report contains a specific emphasis on how well health plans are delivering value-based care, meaning the ability to deliver quality care efficiently. The summary will draw from three of the topics covered in eValue8: payment reform (provider incentives), plan design (consumer incentives), and coordination of care. Regardless of the outcome of the health reform debate, these issues will endure as areas in need of attention and improvement.

NBCH Releases eValue8 Employer Report: Health Plan Tobacco Cessation Performance
Employers have a critical role in promoting tobacco cessation. Subsequently, employers should offer and plans should administer benefits that are most likely to achieve smoking cessation results. The following report describes purchaser expectations for health plan performance with respect to tobacco cessation and key results from eValue8, the nation’s leading RFI tool assessing health plan performance on behalf of employers.

How Health Plans are Improving Cardiovascular Disease Care
Heart disease is one of the leading causes of death and disability in the working age population. Employers who provide health insurance pay for the cost of heart disease two ways: medical costs and lost productivity. This report shows how employers have used eValue8, a national standardized Request for Information (RFI), to assess the performance of local health plans. The business coalition members of the National Business Coalition on Health (NBCH) use eValue8 to assess performance and drive improvement. eValue8 encourages plans to adopt innovative and evidence based practices on preventing and managing cardiovascular disease.

In response to the growing employer awareness of the impact of diabetes on health care costs and productivity, the National Business Coalition on Health (NBCH) released its report on how America’s health plans are performing to improve care and control costs for diabetes. Designed to support employer purchasing strategies, the report offers purchasers a snapshot of health plan practices and identifies areas for improvement. Using data from NBCH’s eValue8™, the nation’s leading standardized Request for Information (RFI) tool utilized by employers and coalitions to measure and compare health plans.

The 2008 evalue8 results show that the nation’s health plans are making improvements in the way health care is delivered. Plans are taking significant steps to be on the forefront of implementing value-based benefit designs.
