The National Business Coalition on Health supports
the Partnership for Patients, a new public-private initiative developed
to improve the quality, safety and affordability of health care for all
Americans.

The
Partnership for Patients Announces Federal Contracting Opportunities
The Partnership for
Patients is pleased
to announce new federal contracts for entities that can assist us in meeting
our two main goals: reducing harm in hospital settings by 40% and
reducing readmissions by 20% over a 3 year period. These contracts
kick-off a multi-million dollar investment the Center for Medicare and Medicaid
Innovation has committed to this effort.
Critical to
accomplishing these goals is the engagement, training, and support of
clinicians and hospitals. Large systems, associations, state organizations, and
other interested parties are encouraged to submit proposals to become “Hospital
Engagement Contractors” and will be asked to: - Design intensive improvement programs.
- Conduct trainings for hospitals and care providers.
- Provide technical assistance for hospitals and care providers.
- Establish and implement a system to track and monitor hospital progress towards
operational and quality improvement goals.
This
support will be a critical component in supporting hospitals and clinicians in
the hard work of redesigning care processes to reduce harm. Solicitations
for proposals are now available on the Federal Business
Opportunities website at: www.fbo.gov.
In
addition, CMS will also be working with contractors to:
- Develop
and supply content on best practices in patient safety from across the nation.
- Engage
hospitals in pursuing accelerated, system-wide improvements.
- Engage
patients and families in the work of enhancing safety and improving care
transitions.
- Assist
in evaluation of the initiative.
These
contracting opportunities are in addition to the $500 million appropriated
through the Community-based Care Transitions Program (CCTP) to ensure patients
safely transition between settings of care (access the solicitation).

About Partnership for PatientsWhat is the Partnership?
Using
as much as $1 billion in new funding provided by the Affordable Care Act and
leveraging a number of ongoing programs, the Department of Health and Human
Services is working with a wide variety of public and private partners to
achieve two core goals: keep patients from getting injured or sicker in the
health care system and help patients heal without complication by improving
transitions from acute-care hospitals to other care settings.
Private Purchasers Leading the Way
NBCH and its
members have a long history of value-based purchasing of health care and have
worked to encourage employers and providers to collaborate at the local,
regional and national level to improve the quality, safety and cost of health
care.
Efforts in progress include:
- eValue8™, the
evidence-based health plan evaluation
program widely used by NBCH member coalitions and national employers to assess
plan performance. Through eValue8, coalitions are working with their
employer members to demand that health plans increase the percentage of total
provider reimbursement that is performance based. The most recent eValue8
results indicate that only one percent of hospital payments are tied to
performance.
- A strong
contingent of NBCH member coalitions have organized provider networks on behalf
of their employer members and are moving to pay for performance arrangements in
their direct contracting with hospitals.
- Over half
of NBCH’s coalition members have demonstrated a commitment to hospital quality,
safety and performance transparency through longstanding support for the
Leapfrog Group, to drive hospital participation in their communities for the
Leapfrog Hospital Survey.
What does this mean for NBCH members?
NBCH encourages
its members to continue their efforts in the areas of payment reform and
market-based incentives to drive improvements in quality, safety and value.
Coalitions should
also consider signing the Partnership
for Patients pledge. In doing so,
they are pledging to: - Use market-based incentives, that may include
payments, to promote improvements in safety and other dimensions of quality and
value;
- Work with other private payers, states and
the federal government to align our efforts to measure performance on quality
and safety – so that patients and clinicians have the best possible information
and the burden on hospitals and other providers is minimized; and
- Share information with our employees, members
or beneficiaries so they can engage as active partners in getting better, safer
care.

National Business Coalition on Health (NBCH) and the Partnership for PatientsNBCH has a long history of value-based
purchasing of health care and working as an organization to encourage member
coalitions, employers and providers to collaborate at the local, regional, and
national level to improve the quality, safety and cost of health care.
NBCH’s member coalitions have long supported the use of payment reforms and other market-based incentives to promote improvements in safety, quality and value. NBCH will be urging its coalition members to continue their efforts and sign a pledge to support the Partnership.
