Andrew
Webber
President

As
the President and CEO, Mr. Webber is responsible for overseeing all association
activities including member support and services, public policy, external
relations, educational activities, and grant programs. Mr. Webber is a national advocate for the role that the employer community must play to advance population health and value-based purchasing of health care services.
Mr.
Webber sits on the Board of Directors for the Patient Centered Primary Care
Collaborative (PCPCC) and the Health Care
Incentives Improvement Institute (HCI3). He is a current member of the IOM Roundtable on Population Health Improvement, the National Advisory Council for the Aligning Forces for Quality (AF4Q) program of the RObert Wood Johnson Foundation, the Purchaser/Business Advisory Councils for the National Committee for Quality Assurance (NCQA), and the Joint Commission for Accreditation of Healthcare Organizations. He served previously on the boards of the National Quality Forum and the Leapfrog Group.
Prior
to joining NBCH, Mr. Webber was a Vice President for External Relations and
Public Policy at the National Committee for Quality Assurance. Previous
positions also include Senior Associate for the Consumer Coalition for Quality
Health Care and Executive Vice President for the American Medical Peer Review
Association (currently renamed the American Health Quality Association). Mr.
Webber started his health policy career in 1978 at the Washington Business
Group on Health (now the National Business Group on Health).
Mr.
Webber is a frequent speaker and lecturer on health policy issues. He is a

Karen Linscott

Karen Linscott, PT, MA, Chief Operating Officer, is responsible
for implementation of the work plan and provides oversight on all operations
including financials, grants, and business development. Prior to joining NBCH,
Karen was Vice President for Value-Driven Healthcare at Avalere Health. From
2001-2008, she was the COO for The Leapfrog Group. Ms. Linscott also worked in
provider payments at Aetna, and in 1996, was on the staff of the President’s
Advisory Commission on Consumer Protection in the Health Care Industry.
Ms. Linscott is a physical therapist, with a BS in physical
therapy from Temple University, and a Graduate Diploma in Manipulative
Physiotherapy from Curtain University in West Australia. She also earned an MA
in Philosophy with a concentration in Bioethics from Georgetown University.
Susan
Dorsey

Susan Dorsey,
Vice President of Education, is responsible for developing, executing and
managing all educational programs including the Annual Conference and the
Health & Productivity Forum, each attended by over 400 individuals
annually. Ms. Dorsey also manages membership and meetings for the National
Health Leadership Council (NHLC), a multi-stakeholder affiliate membership for
NBCH.
Prior to NBCH, Ms. Dorsey was the Manager of
Program Development for the National Association of College and University
Business Officers and Senior Manager of Education and Training for The National
Glass Association. She was also a teacher in Montgomery County Public Schools.
Ms. Dorsey earned a BS in Education from
Edinboro University of Pennsylvania.
Sara
Hanlon

Sara Hanlon, MBA, Vice President of Member Support, is responsible
for assessing and servicing members’ needs and leading changes to product and
service offerings to better target identified needs. Since joining the NBCH
team in 2011, Ms. Hanlon has focused on member solutions and directly engages
and communicates with over 50 coalition members, and identifies opportunities
to bring national resources to local markets.
Prior to NBCH, Ms. Hanlon was Vice President of the Mid-America Coalition
on Health Care (MACHC) where she provided hands-on support to employer members
for six years, including the development, implementation, and evaluation of two
nationally recognized initiatives – the American Health Strategies Project
(originating as Kansas City Collaborative, KC2) and the Community Initiative on
Cardiovascular Health and Disease (CICV).
Ms. Hanlon has an MBA with an emphasis on organizational change, and
a BS in Psychology from Avila University.
 Colleen Bruce

Colleen Bruce, Esq., Director of Value-Based Purchasing and Public Policy,
is responsible for leading the development of the organization’s strategic
focus and integration of Value-Based Purchasing (VBP) and policy. Ms. Bruce
serves as a staff liaison to the Direct Contracting and Government Affairs
committees and is responsible for content for NBCH’s purchasing and public
policy-related newsletters and website resources. A major focus of Ms. Bruce's work is helping coalitions and their employer members understand the Affordable Care Act's implications for employer-sponsored health care, including financial implications imposed by requirements in the Act, and policy-related decisions employers are facing as implementation moves forward.
Previously Ms. Bruce served as Special
Assistant to the Deputy Administrator and Director, Center for Strategic
Planning for the Centers for Medicare and Medicaid Services (CMS) within the
federal Department of Health and Human Services. She was lead drafter and
regulation coordinator for the Accountable Care Act for the section on
Availability of Medicare Data for Performance Measurement. Prior to
this, she was a Health Insurance Specialist at the Centers for Medicare and
Medicaid Services (CMS), Center for Medicare Management. Ms. Bruce was also
selected to participate in the HHS Emerging Leaders Program, a competitive,
two-year, paid, federal internship within HHS. In this program Colleen served
in roles in the Office of General Counsel, CMS, and Office of the HHS Secretary.
Ms. Bruce graduated from the William
Mitchell College of Law and also received a BA from Gettysburg College.
Maria
Cornejo

Maria Cornejo, Director of
Operations, oversees the day-to-day operations of NBCH and manages the full
range of administrative, logistical, and operational duties in a wide variety of
program areas including human resources, accounting, budgeting, administration,
information technology, and assistance in program development. She joined NBCH in 1996.
Alejandra
Herr

Alejandra
Herr, MPH, Director of Grants and Programs, is responsible for identifying,
soliciting, managing and reporting on grants from foundations, corporations and
government agencies. She oversees all activities related to grants and is
responsible for supporting member coalitions' grants activities.
Prior
to NBCH, Ms. Herr was a Health Insurance Specialist with the Centers for
Medicare and Medicaid Services (CMS), Center for Medicare and Medicaid
Innovation. Previously, she provided clients with research and analytic support
on issues related to evidence-based medicine at Avalere Health and worked on
the Evaluation Set-Aside Program as a contractor at the National Institutes of
Health, Office of the Director.
She
holds an MPH from Columbia University and earned a BA in Biological Sciences
from Northwestern University.
Foong-Khwan Siew

Foong-Khwan
Siew, PhD, MBA, Director of eValue8, is responsible for managing the eValue8
program, NBCH’s national
initiative to evaluate the performance of health plans. Ms. Siew has
more than 20 years’ experience in the health care industry with different
assignments in market research, promotion and marketing, including launch of
the first and only chickenpox vaccine in US. She also has extensive experience
working in international markets
and different stakeholders in health care industry including purchasers,
physicians, coalitions and plans.
Ms. Siew holds a BS in Math and Chemistry
from Trinity University, a PhD in Chemistry from the University of
Pennsylvania, a Post doctoral from Cambridge University, and an MBA from
Wharton. She is also bi-lingual (English & Cantonese) and speaks French and
Malay/Indonesian.

Ellen Thomson, Communications & Program Manager, provides support throughout the office with emphasis on meetings and member communications. Ms. Thomson also has responsibility for the website and some member
and external communications.
She
holds a BA in Political Science from the College of the Holy Cross and is
currently pursuing a MPH with a concentration in Health Policy at the George
Washington University.
Cary Conway

Cary Conway, Director of Communications, is responsible
for development of external communication materials and media relations. She
has served as a consultant for NBCH since 2004. Ms. Conway has consulted since
1999 and previously served in a variety of communication roles for Motorola
Semiconductor Products Sector (now Freescale Semiconductor). Before joining
Motorola, Cary managed public relations for an advertising and marketing agency
and also held positions with a Dallas public relations firm.
Ms. Conway speaks on a variety of
communications, media training and public relations topics. She holds a BS in
journalism/public relations from the University of Kansas.
